I have access to neither, and internet access is monitored, so if I did find a proxy, I would run a huge risk of getting caught and getting internet removed completely.

New UI looks nice but is supposedly having problems with some people having to redownload / reinstall games. Best keep off it until its sorted out if you have limited bandwidth.
