Thank you very much for your recent email on the Digital Economy Bill.
You will be aware by now that the Digital Economy Bill completed its Parliamentary stages. There was a full debate on the Bill and I voted in favour of it. I did that because I supported the majority of the issues in the Bill. On the controversial issues about which you have written, I did have a conversation with Government Ministers and let them know that I was uncomfortable with the disconnection. I know that other colleagues made the same representations. The Bill went through its processes on a shortened procedure with the agreement of the major parties because of the calling of the election but the statement was made by the Government that controversial areas will require regulation (the Bill simply enables these regulations to be made) and these will be conducted by what is called a “super affirmative” procedure which will allow a full debate and vote on the regulations before they are approved. Although an accelerated procedure was raised, the House of Commons will pay full attention to the implementation of the measures.
In the meantime, I have sent a copy of your email to the Secretary of State so that he is aware of your views.
