Well, it can be too cold for snow to fall, although snow on the ground will still stay there, I thought at least?

Nah, as far i can tell, being really cold makes the rain go into hailstones, because the cold air cools the clouds making them heavier, therefore RAIN!

Aye, that's about right - there is such a thing as too cold for snow :p

Damn, Dave beat me to it. Snow is not frozen rain. Frozen rain is hail. Snow is frozen moisture in the air so it can be as cold as it can possibly be as long as the humidity is high, it will snow.
